The City Human Resource and Management Office of the local government unit of Calbayog City has reached Maturity Level 2 under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management or PRIME-HR after the conclusion of the 2-day assessment conducted by the Civil Service Commission Regional Office 8 (CSC-RO8) on June 11, 2021.

The bid to attain this maturity level started with the introduction of programs and systems approved by the CSC over the course of several years from 2017 to 2021. Some of these programs that were adapted and implemented were Recruitment, Selection and Placement (RSP), Learning and Development (L&D), Performance Management (PM) and Rewards and Recognition (R&R).

A number of virtual interviews were conducted by the CSC-RO8 to assess the implementation and compliance of these policies and systems based on their use, activity, and competency. Several groups of employees were invited to participate in the interviews including City Mayor Diego Rivera, Vice Mayor James Uy, selected department managers, HR head Florante Aquino, PRIME-HRM focal persons, randomly selected newly-hired and tenured employees, and the HRM staff.

PRIME-HRM is a mechanism that aims to continuously capacitate agencies in the performance of their human resource management, recognize best practices and serve as a venue for exchange and development of expertise. An agency may be classified according to four maturity levels, depending on how well it meets all the elements in each system. An agency which reaches Level 2 Maturity means that it has established a set of defined and documented Standard Operating Procedures (SOPs) responsive to the agency’s unique needs, and automation is being used to a certain extent.
