EXECUTIVE ORDER No. 05

Series of 2019

AN ORDER CREATING A PERFORMANCE MANAGEMENT TEAM (PMT) OF THE CITY GOVERNMENT OF CALBAYOG CITY, PROVIDING FOR ITS PURPOSE AND COMPOSITION AND DELINEATING ITS DUTIES AND FUNCTIONS.

WHEREAS, Administrative Order, No. 5, Series of 2008, mandates that all “Agencies shall institute Performance Evaluation System based on objectively measured output and performance of personnel and units, such as the Performance Management System-Office Performance Evaluation System developed by the CSC.”

WHEREAS, CSC MC No.6, Series of 2012, provides the guidelines in the Establishment and Implementation of Agency Strategic Performance Management System (SPMS);

WHEREAS, it is necessary for the City Government of Calbayog to create a Performance Management Team to effect the aforementioned mandate;

NOW THEREFORE, I “[Designated Person]”, CPA, City Mayor of Calbayog City by virtue of the powers vested in me by the law, do hereby order the following:

SECTION 1. COMPOSITION OF THE CALBAYOG C TY PERFORMANCE MANAGEMENT TEAM. The aforementioned committee shall be composed of the following:

Chairman : City Mayor or his authorized representative
Members : City Human Resource Management Officer
City Administrator
City Planning and Development Officer
City Budget Officer
Representative from URGE/or Authorized/Recognized employee union

SECTION 2. FUNCTIONS AND RESPONSIBILITIES OF THE PMT. The PMT shall have the following functions and responsibilities:

  1. Set consultation meeting of all heads of office for the purpose of discussing Office Performance Commitment and Review and Individual Performance Commitment and Review.
  2. Ensure that Office Performance targets and measures as well as the budget are aligned with those agencies and that work distribution of offices/ units is institutionalized;
  3. Recommends approval of the office performance target and rating to the Head of Agency.
  4. Conducts Office Performance Evaluation semi-annually with the concerned Department Head.
  5. Act as appeal body and final arbiter for performance management issues of the agency;
  6. Identifies potential top performers and provide input to PRAISE COMMITTIE for grant of awards incentives;
  7. Adopts its own internal rules, procedure and strategies in carrying out the above responsibilities including schedule of meetings and deliberations, and delegation of authority to representatives in case of absence of its members.

SECTION 3.SECRETARIAT. THE CHRMO SHALL PROVIDE SECRETARIAT SERVICES. The CHRMO officer shall submit a list of CHRMO employees who shall compose the secretariat to the PMT for approval.

SECTION 4. BUDGETARY REQUIREMENT. Stipend/Honorarium of the PMT members and Secretariat will be as follows per session:

SECTION 5. Regular Meeting

Regular meeting is set on the 15th day after the deadline of the IPCR submission.

SECTION 6. Repealing Clause

All previous executive orders, memoranda, and other issuances inconsistent herewith are hereby repealed or modified accordingly.

SECTION 7. Effectivity Clause

This order shall take effect immediately.
